Resolution #1 - Employer Attacks on Benefits & Sick Leave


Submitted by Canadian Union of Postal Workers


The PEI Federation of Labour will continue to encourage affiliates to resist attacks on their benefits and sick leave and support affiliates who are fighting to maintain their benefits and sick leave.


Resolution #2 - Public Post Offices and Canadian Postal Service Charter

The PEIFL will continue to encourage affiliates to resist attacks on their benefits and sick leave; and support affiliates who are fighting to maintain their benefits and sick leave.


Resolution #3 - Free Collective Bargaining

The PEIFL will condemn the use of back to work legislation, assist the CUPW in their campaign to restore their right to free collective bargaining, work with affiliates to oppose the use of back to work legislation, and work with affiliates to oppose elected officials who vote in favour of back to work legislation.


Resolution #4 - Nursing Home Act

The PEIFL will lobby the provincial government to change the Private Nursing Home Act to allow LPN’s to dispense medication.


Resolution #5 - Living Wage

The PEIFL will calculate the Living wage for PEI in accordance with the Canadian Centre for Policy Alternatives Living Wage Campaign and lobby the provincial and federal governments to ensure a Living Wage for all Islanders through minimum wage legislation, CPP and EI legislation and government taxes, transfers and deductions.


Resolution #6 - Workers Compensation Board Benefits

The PEIFL will lobby the provincial government to adopt the recommendations of the Workers Compensation Act Review Committee including a provision to eliminate the three day waiting period for WCB benefits.


Resolution #7 - Bottled Water Free Day

The PEIFL will support the 3rd Annual Bottled Water Free Day being held in March 2012.




Resolution #8 – Environment

The PEIFL will demand open and transparent public consultations on PEI to examine the environmental and other negative implications of developing “the Old Harry” gas/oil field in the ecologically sensitive Gulf of St. Lawrence.


Resolution #9 – Fracking

The PEIFL will ask that the Government of PEI declare an immediate moratorium on the process of hydraulic fracking on PEI.


Resolution #10 - Interest Arbitration

The PEIFL will lobby the provincial government to pay the cost of interest arbitration for those locals that are essential services and do have the “Right to Strike”.


Resolution #12 CETA

The PEIFL will demand that the Harper government stop trade agreement negotiations with the EU until the government has consulted broadly with Canadians.


Resolution #13 - Publicly Owned, Operated & Maintained Affordable Housing

The PEIFL will take all legally necessary action, both alone and in coalition with other like-minded partners, to oppose Public Private Partnerships (P3s) for Affordable Housing projects which are funded in any way by tax dollars from the province of PEI in favour of publicly owned, operated and maintained affordable public housing on PEI.


Resolution #14 - Occupy Wall Street

The PEIFL will support the Occupy Wall Street Movement and related solidarity actions on PEI.


Resolution #15 - Public Energy

The PEIFL will support public energy and work toward making Maritime Electric a public utility.


Resolution #16 - Canadian Labour Congress Support

The PEIFL will request greater support for the PEIFL from the Canadian Labour Congress.




Resolution #17 - Two Tiered Wages and Benefits

Be it resolved the PEI Federation of Labour support any affiliate who is opposing two-tiered wages and benefits.


Resolution #19 - Universal Public Postal Service

The PEIFL will continue to support universal public postal service and oppose post office closures and the privatization or deregulation of Canada Post.


Resolution #18 - People Postal Declaration

The PEIFL agrees to sign the People’s Postal Declaration calling on Canada Post to share the benefits of postal modernization by preserving and improving postal services and jobs.


Resolution #23 - Labour Education


Submitted by Canadian Union of Postal Workers


The PEIFL will encourage federation affiliates to lobby provincial and territorial governments to include labour studies curriculum in high school, work with affiliates to ensure the curriculum includes rights at work, health and safety, employment standards and labour history; put together material that exists on labour education in high schools, colleges and universities and make it available to affiliates, labour councils and federations of labour.


Resolution #28 - Child Care Funding

The PEIFL will engage in a sustained campaign demanding the federal government to provide funding and a legislative framework for a national child care system that is non-profit, public, high quality, accessible, inclusive and affordable, with adequate compensation to Quebec; make childcare a priority in federal elections; and work with provincial/territorial federations, affiliates, labour councils and coalitions to organize a National Day of Action and to build provincial action plans that commit to public childcare.


Resolution #29 - Canadian Security Intelligence Service (CSIS)

The PEIFL will work with and support the People’s Commission CSIS Watch project to develop educational materials for the labour movement about the history and current activities of CSIS and adopt a position of total non- collaboration with CSIS and call on affiliates and union members not to talk or listen to CSIS.
